A significant step has been taken in Khulna to ensure youth participation, leadership, and active engagement in local governance. Under the “SHIFT” project of SERAC-Bangladesh, a guideline validation meeting was organized by SERAC-Bangladesh in collaboration with Khulna City Corporation to finalize the guideline for the formation of the Urban Youth Council.
The meeting was held on Sunday, August 17 in Khulna. The core objective of this initiative is to promote democratic practices, inclusive participation, and leadership development among young people.

In his welcome remarks, SM Saikat, Executive Director of SERAC-Bangladesh, stated:
“Khulna City Corporation has shown visible interest and commitment to involving young people in urban development. Once the guidelines are approved, the opinions of the youth will gain institutional recognition.”
Guests and participants praised the guideline as constructive, effective, and timely.
Assistant Commissioner of Khulna, Imran Hasan remarked:
“This Youth Council will engage young people in welfare activities and open up opportunities for them to build careers with international organizations.”

Meanwhile, Sharif Asif Rahman, Acting Chief Executive Officer of Khulna City Corporation, highlighted:
“Local youth are deeply aware of the problems in their communities. If they are elected and work with us as Youth Councilors, our initiatives will become more effective and easier to implement.”
The workshop also featured representatives from Mymensingh, Rajshahi, Narayanganj, and Rangpur Urban Youth Councils shared their experiences, enriching the discussion and offering valuable insights for Khulna’s initiative.
Alongside officials of Khulna City Corporation, local youth representatives, civil society organizations, and various volunteer groups also participated actively. This reflects the creation of an inclusive network around the Urban Youth Council, which will play a vital role in shaping future youth leadership.

Participants provided their final feedback on the guidelines and expressed hope that this initiative would ensure effective youth participation in local governance. They also emphasized that it will open new opportunities for leadership development and strengthen the role of youth in urban development.
